What kind of hair cut is it when...?

i want a shaggy type of look. my hair looks fine but wen it grows out it seems like it gets too wavy and the sides are shorter then the top. so what should i say to the salon?

i was gunna say 3 on the side and the same on the top with clippers?

but idk if the razor is better or not?
